Rick Goulding heads the Oceanside Area office, which serves North County, including the city of Carlsbad. | Reply OCEANSIDE, CA — The Oceanside Area of the California Highway Patrol welcomed a new commander earlier this month, the CHP announced Monday. Rick Goulding, who has been with the CHP for nearly two decades, started as the area's newest commander on May 2. The Oceanside Area office serves the North County cities and communities of Bonsall, Carlsbad, Encinitas, Escondido, Fallbrook, Oceanside, Pauma Valley, Rancho Santa Fe, San Marcos, Valley Center and Vista.
